Why government tenders are worth your time
Central ministries, state departments, municipal bodies and public sector companies buy goods and services every working day: furniture, computers, uniforms, electrical items, medicines, vehicles on hire, security and cleaning manpower, civil works, IT support and much more. Almost all of this buying now happens online, on GeM (Government e-Marketplace), on the Central Public Procurement Portal (CPPP) and on each state's own e-tender portal.
Online procurement has opened the door for small and new businesses. You do not need contacts in an office to take part. A buyer in another state can place an order with a supplier in Varanasi, Indore or Coimbatore, as long as the supplier is registered, eligible and quotes correctly. Government policy also supports small businesses: under the Public Procurement Policy for Micro and Small Enterprises, central buyers aim to source a share of their purchases from MSEs, and many tenders exempt registered MSEs from paying the earnest money deposit (EMD).
Why good suppliers still lose
Most bids are not lost on price. They are rejected before the price is even opened, because a certificate is missing, an affidavit is in the wrong format, a page is not signed, the turnover figure does not match the CA certificate, or the bid was uploaded a few minutes too late. Portals are strict and deadlines do not move.

Is GeM registration really free?
Yes. Registering as a seller on GeM is free on the official portal. We charge only for our assistance: preparing documents, completing the profile and verifications, and guiding you through the process.
Are you a government agency?
No. SoftTender is a private consultancy, a unit of Soft Trade Enterprises. We are not affiliated with GeM, CPPP, NSIC or any government department.
Can you guarantee that I will win a tender?
No one can honestly promise that. Tenders are awarded by the buyer based on eligibility, evaluation and price. Our job is to make sure your bid is complete, correct and submitted on time.
Do I have to pay EMD or tender fees to you?
Never. EMD and tender fees are always paid from your own account directly on the portal. You pay us only our service fee, against an invoice.
Will you keep my DSC?
No. Your DSC token stays with you. When a signature is needed, we connect through a remote session with your permission.
Who decides my bid price?
You do. We prepare everything else, but the financial bid is entered only after your written approval of the rate.
