About CPPP and state portal registration
Tenders that are not run on GeM are published on e-procurement portals. Central ministries and many PSUs use the Central Public Procurement Portal (CPPP), while each state and union territory has its own portal for its departments, boards, corporations and urban bodies. Large organisations such as Indian Railways, Defence and some PSUs run their own portals as well.
Why it matters
Every portal needs its own bidder enrolment, and your Class 3 DSC has to be mapped to that enrolment before you can bid. Doing this on the last day before a deadline is risky, because enrolment, DSC mapping and browser setup can each throw up problems.
